Important stormwater bills advance in the House

Stormwater runoff is a widespread problem across Pennsylvania that can have a devastating impact on life, property and our communities. Stormwater is also one of the most significant sources of pollution to Pennsylvania's rivers and streams.

Thanks to yesterday's action by the House Local Government Committee, local governments are one step closer to having an important new tool to address stormwater. In strong, bi-partisan fashion, the committee passed two identical bills that will allow local governments to form municipal stormwater authorities.

The bills are Senate Bill 351, sponsored by Sen. Ted Erickson, R-Delaware, and House Bill 821, sponsored by House Local Government Committee Chair Kate Harper, R-Montgomery.

Giving local governments the ability to form stormwater authorities will facilitate multi-municipal efforts to address stormwater issues on a watershed basis. Stormwater authorities would also benefit local governments by providing them with additional resources and potential funding to tackle stormwater planning, projects and maintenance. These resources would be especially valuable for municipal stormwater programs in areas where there are impaired waterways.

PennFuture greatly appreciates the leadership of Majority Chair Kate Harper in guiding the bills through committee and building such strong support. Minority Chair Bob Freeman, D-Northampton, has also been an invaluable and articulate advocate for the legislation.

Now the full House needs to pass one of these bills before the General Assembly breaks for the summer at the end of June.
